None of the wiring or plumbing is done until you have a floorplan figured out, and then the 'rough-in’s' come up through the crawl space foundation. Yes, there is still work to be done, but all the heavy lifting is done, none of the work is structural, and the well and septic permits are on file. If you want, the original builder can come back and finish it for you.
